The President must, as part of countercyclical employment actions under section 3112, create programs and suggest laws to coordinate federal, regional, state, local, and private efforts to meet the goals of this chapter and the Employment Act of 1946 (15 U.S.C. 1021 et seq.) and to support jobs and the economy. When dealing with the private sector, the President must promote small businesses and job-training through incentives. Programs should be funded with attention to States’ and localities’ budgets, fiscal needs, and their unemployment rates.
