When planning programs to meet the goals of section 3111, the President must consider including nine types of actions to fight cyclical unemployment. They include faster public works and ready-to-start projects; public service jobs; State and local grant programs; unemployment insurance levels and duration; skill training in both private and public sectors (as general help and to supplement benefits); youth jobs under section 3115; community development jobs for states and towns (including rural areas); federal buying that aids labor‑surplus areas; and strengthening other employment and training programs. The President must also consider a trigger that starts the program when unemployment rises and ends it as unemployment falls, and must include ways to help people move quickly back into regular private or public jobs as the economy recovers.
