§3112 Countercyclical Employment Policies

Summary

When making programs to fight rising unemployment, the President must consider including nine kinds of actions. These cover faster public works (including standby projects), public service jobs, state and local grant programs, the levels and length of unemployment insurance, job skills training in both private and public sectors (as general help and as a supplement to unemployment benefits), youth employment programs, community development jobs for states and local areas (including rural places), federal buying that helps labor‑surplus areas, and strengthening other employment and training programs. The President must also consider a trigger that turns the program on when unemployment climbs and phases it out when unemployment falls. The plan must include ways to help people return quickly to normal private or public jobs as the economy recovers.
