The President must recommend laws to Congress when needed to create regional and structural job programs that meet the goals of section 3111. When planning the regional parts of those programs, the President should push for private companies and jobs to move into depressed areas, help small businesses grow, and include an analysis of how Federal tax, expenditure (including buying goods and services), defense, transportation, energy, natural resources, and employment policies have moved people, jobs, or businesses away from long‑term high‑unemployment areas and propose fixes for those harmful Federal policies.
