Defines three words used in sections 34–36. "Local government" means places like cities, counties, parishes, towns, townships, and villages, and also special units such as school or sanitary districts created by a State. "Person" means what the Clayton Act says (15 U.S.C. 12(a)) but does not include local governments. "State" means what section 4G(2) of the Clayton Act says (15 U.S.C. 15g(2)).
