Secretary — the Secretary of Commerce; Centers — the Cooperative Research Centers created under sections 3705 or 3707; Nonprofit institution — an organization for scientific or educational purposes that does not pay profits to private owners; Federal laboratory — a lab, a federally funded R&D center, or a center under sections 3705 or 3707 that a Federal agency uses and the Federal Government funds, whether run by the Government or a contractor; Supporting agency — the Department of Commerce or the National Science Foundation; Federal agency — executive agencies (see section 105 of title 5), military departments (see section 102 of title 5), and legislative branch agencies; Invention — an invention or discovery patentable under title 35 or a new plant variety protectable under the Plant Variety Protection Act (7 U.S.C. 2321 et seq.); Made — the idea was conceived or first actually reduced to practice; Small business firm — a small business as defined in section 632 and SBA rules; Training technology — computer software and materials made by a Federal agency to train its employees, including software for computer-based instruction and interactive video disc systems; Clearinghouse — the Clearinghouse for State and Local Initiatives on Productivity, Technology, and Innovation established by section 3704a.
