The Secretary may get up to $3,400,000 for the year ending September 30, 1988 to carry out sections 3710(g) and 3711. Of that total, $2,400,000 must go to the Office of Productivity, Technology, and Innovation and $500,000 must go to patent licensing at the National Technical Information Service. Separately, up to $500,000 (FY 1988), $1,000,000 (FY 1989), and $1,500,000 (FY 1990) are allowed for section 3704a. These funds stay available until spent. The National Science Foundation may only receive money that Congress specifically authorizes.
