A person harmed by the Secretary’s decision to grant, deny, amend, revoke, or modify a certificate of review (including actions under section 4014(b)) may sue in a federal district court within 30 days to ask that the decision be overturned. Except for those cases, other actions by the Secretary or the Attorney General under this subchapter cannot be reviewed by courts, and any denial, revocation, or amendment and the reasons given for it cannot be used as evidence in any administrative or judicial proceeding to support an antitrust claim.
