Title 15 › Chapter 67— ARCTIC RESEARCH AND POLICY › § 4108
The Interagency Committee must work with the Commission, the Governor of Alaska, Arctic residents, the private sector, and public interest groups to make a comprehensive 5-year program plan for federal Arctic research. The Committee must give the plan to the President to send to Congress within one year after July 31, 1984, and must update the plan every two years after that. The plan must describe national needs and the research to meet them; state the Committee’s goals; list all federal Arctic research programs with their goals, the funds now spent, and funding levels for each of the next 5 fiscal years; recommend program changes to meet those goals; and explain how the Committee coordinated budget reviews to ensure agencies work together and avoid duplicate efforts.
