§4108 Arctic Research Plan

Summary

The Interagency Committee must create a five-year plan for federal Arctic research. It must work with the Commission, the Governor of Alaska, Arctic residents, the private sector, and public interest groups. The Committee must send the plan to the President so the President can transmit it to Congress within one year after July 31, 1984, and then update the plan every two years. The plan must include an assessment of national Arctic needs and needed research; the Committee’s goals and objectives; a detailed list of all federal Arctic research programs with their goals, current spending, and funding projected for each of the next five fiscal years; recommendations for program changes to meet the Commission’s policies and the plan; and a description of steps taken to coordinate budget review so agencies cooperate and avoid duplicate work.
