Title 15 › Chapter 79— METAL CASTING COMPETITIVENESS RESEARCH PROGRAM › § 5304
Within one year after October 15, 1990, the Secretary must ask for and, if money is available, pick proposals by competition to run the metal casting research program. Applicants must already have the technical ability to use research facilities, a team with metal-casting experience, and lab-scale equipment. Proposals must show industry support and money that matches federal funds (cash or approved value of equipment or services). Each proposal must include a single- or multi-year plan with a schedule, who will do the work, a yearly budget with cost details, and a description of how results will be shared with industry and other researchers. The Secretary will try to fund at least four proposals. Chosen projects should advance key research areas (like solidification and casting, computer modeling and design, and processing for energy, material, environment, or productivity) and follow the Board’s annual priorities. The Secretary will try to pick applicants from each of the four census regions where casting is concentrated, favor strong industry backing, and make sure research results reach industry quickly. Selected recipients will get financial and technical help from separate appropriations and will be called National Metal Casting Research Institutes.
