Summary

The program must push agencies to support big, long-term, team-based research in networking and information technology that helps agency missions and could boost the nation’s economic competitiveness and other public benefits. This work can range from basic research to demonstrations and should aim to produce important new discoveries. An advisory committee will suggest which research areas the program should consider. Projects must be chosen by a competitive, merit-based process. They should, when possible, involve colleges and industry and may include nonprofit research centers and Federal labs. Projects should, when possible, link with state and private efforts and must include a plan to move discoveries from schools and Federal labs into industry. Agencies may favor projects that include non‑Federal cost sharing.
