The Administrator must keep a written disaster response plan. For each region the plan must list likely disasters and, for each one, describe it, estimate how much help the Administration will be asked for, identify needed resources, and explain how to coordinate with other government agencies. The first plan must be finished within 180 days of enactment. It must be updated every year and after any major disaster tied to extra aid under section 636(b)(9). A disaster-readiness expert must carry out the work, and the plan must be included when filing the report required by section 657o.
