The Association can do extra things beyond what a normal nonprofit can do. It may charge membership fees; make and change bylaws, rules, and notice-and-comment procedures under section 6755(a); sign contracts needed to do its work; hire staff, experts, and officers and set their pay, duties, authority, and qualifications; create personnel policies (including conflict-of-interest and pay rules); borrow money; and get startup funding that will be treated as loans repaid by the Association with interest at market rate.
