Stops states from treating insurance producers who join the national Association differently than other producers. States may not block, punish, or apply unfair rules to a producer because they plan to join or are members. States cannot make members pay different fees, or force nonresident members to take extra continuing-education rules. Except for the producer’s home State, other States may not set different licensing, qualification, education, residency, bonding, registration, or appointment rules for Association members. Other States also may not demand criminal background checks or force registration as a foreign company. However, States can still investigate complaints and discipline a member, following State law and rules that do not conflict with these limits.
