When the Commission changes a base period in a curtailment plan, a local distribution company can count toward its gas entitlement the amounts it proves were sold for a priority use right before conservation steps began and the amounts saved because of those steps. The Commission must set rules for how to measure those sold and saved volumes. These rules do not change any plan or law that lets gas be redirected in emergencies or to protect public health and safety. Conservation measures: energy-saving steps put in place after the base period in effect on November 9, 1978. Local distribution company: a business that moves or supplies natural gas and sells it to end users. Curtailment plan: a Natural Gas Act plan that sets service priorities when deliveries are cut back.
