Title 15 › Chapter 15C— ALASKA NATURAL GAS TRANSPORTATION › § 719d
Federal officers and agencies may send written comments to the President by July 1, 1977 about the Commission’s recommendation and other ways to move Alaska natural gas to the lower 48 states. Those comments must cover eight areas, including environmental effects, safety, international issues (like needed Canadian approvals and timing), national security and supply, how to pay capital costs, effects on competition and the economy (including regional gas needs), and how the plan fits with national energy policy. Comments will be made public when given to the President unless the President keeps all or part private under 5 U.S.C. 552(b)(1). Governors, cities, state utility commissions, and any interested person may also send written comments to the President by July 1, 1977. By July 1, 1977 each Federal officer or agency must report to the President what actions it will take under 15 U.S.C. 719g(a) for each transportation system the Commission reported under 15 U.S.C. 719c(c). Those reports must include any recommendations about waiving laws under 15 U.S.C. 719f(g) if the President approves a system. After getting the Commission’s recommendations, the Council on Environmental Quality must give people a chance to present oral and written views on the environmental impact statements the Commission filed under 15 U.S.C. 719c(e). The Council must send the President a report by July 1, 1977, make that report public at the same time, summarize the comments it received, and say whether each environmental impact statement is legally and factually sufficient and note other related environmental matters.
