Title 15 › CHAPTER 100A — CYBERSECURITY ENHANCEMENT › SUBCHAPTER I — CYBERSECURITY RESEARCH AND DEVELOPMENT › § 7431
Heads of certain federal agencies must work together through the National Science and Technology Council and the Networking and Information Technology Research and Development Program to make and update every 4 years a Federal cybersecurity research and development strategic plan. The plan must be based on a risk assessment and guide federal research on computer and network security. It must cover goals such as building secure systems from the start, testing and verifying software and hardware (including third-party products), protecting individual privacy and identities, improving Internet protocols and tracing message origins, handling insider threats, boosting consumer cyber education, protecting cloud and wireless services, and other related priorities decided with input from labs, industry, and schools. The plan must set near-, mid-, and long-term priorities and show how federal work fits with private-sector efforts. It must focus on breakthrough technologies, speed the move of research into real tools and best practices, build and share national test infrastructure, and let researchers access that infrastructure and relevant data. Agency leaders must work with industry and academia to avoid duplication and get advice from an advisory committee and many stakeholders. They must also make and update every year an implementation roadmap that lists each agency’s role, current funding for major objectives, estimated funding needed for the next 3 fiscal years, and progress on projects. The plan and updates had to be sent to the Senate Commerce, Science, and Transportation Committee and the House Science, Space, and Technology Committee by 1 year after December 18, 2014, with quadrennial updates and the annual roadmap. The National Science Foundation must support cybersecurity education and test-bed reviews and grants, and all listed agencies must fund basic research to build a scientific foundation for cybersecurity.
