Title 15 › Chapter 2B— SECURITIES EXCHANGES › § 78d–9
The Comptroller General must send a report to the Senate Committee on Banking, Housing, and Urban Affairs and the House Committee on Financial Services not later than 2 years after July 21, 2010, and every 3 years after that. The report must evaluate how the Commission oversees national securities associations. It must cover things like governance and conflicts of interest and their effect on enforcement and rulemaking; the exams those groups do and examiner expertise; executive pay; arbitration services; review of member advertising; help to state securities regulators; how funding is raised, whether it is enough, how unused funds are invested, and how funding affects enforcement; hiring of former employees by firms they regulate; rule effectiveness; transparency; and any other matter the Comptroller General finds important. The Commission must pay the Government Accountability Office the full cost of making these reports as billed by the Comptroller General. Payments go into the appropriation account "Salaries and Expenses, Government Accountability Office" when received and remain available until spent.
