Title 15 › Chapter 2B— SECURITIES EXCHANGES › § 78o–8
The SEC must make rules that require each nationally recognized rating firm to have written policies. Those policies must judge how likely an issuer is to default or miss payments, explain what any rating symbol means, and use each symbol the same way for all securities where it appears. The firms may still use different symbol sets for different kinds of securities.
