The Director of the Office is paid at the rate set for Level IV of the Executive Schedule (see 5 U.S.C. 5315). The Director, for the Administrator, can hire and set pay for the qualified staff the Office needs, including up to ten employees at grades GS‑16, GS‑17, or GS‑18 as allowed by section 766 of this title. The Director holds the Office’s powers and can delegate duties to others when the law allows, even to other federal officers or agencies if asked. The Director must be available to testify to Congress on matters within his duties, including energy information and analyses. When the Federal Energy Administration asks Congress for money, it must say how much of the request is for the Office and explain any difference between the requested amount and the Director’s estimate of the Office’s budget needs.
