The Director must review how federal agencies collect energy data to avoid repeating work and to cut the paperwork load on businesses and people. The Director must also recommend policies that, as much as possible, meet the information needs of federal agencies, Congress, and the public; reduce reporting burdens (especially on small businesses); lower government costs for getting data; and use existing agency files and facilities. At the earliest practical date after August 14, 1976, every federal agency that collects energy information as part of its regular work must promptly send the Administrator a report saying: the law that lets them collect the data; what energy information they need; and the types, definitions, level of detail, and how often they collect the data.
