The Commission can make, change, and remove rules and orders it needs to do its job. It can set what words mean, decide the forms people must use for filings, and put people, securities, or other matters into different groups with different rules. The Commission may let someone meet a filing requirement by referring to documents already filed with the Commission under this subchapter, subchapter II, the Securities Act of 1933, the Securities Exchange Act of 1934, or the Trust Indenture Act of 1939. If someone acts in good faith following a Commission rule or order, they are not liable even if that rule is later changed or found invalid.
