The IPEC must send an annual report by December 31 of each year starting in 2009. The report goes to Congress and is shared with the public in the way the law requires. The report must say how the strategic plan and priorities are being carried out; how federal, state, and local governments are being encouraged to make intellectual property enforcement a higher priority; what has been done with other countries to investigate, arrest, and prosecute people or groups who make, move, or sell counterfeit or infringing goods; how agencies are working together and sharing information; an assessment of federal successes and shortcomings; any recommended changes to laws, rules, or funding (including eliminating duplicate programs); progress in helping other countries build enforcement capacity and in sharing enforcement information; progress under trade agreements and treaties; steps taken to reduce duplicated efforts and resources across agencies; and recommendations on improving how federal funds, staff, materials, technology, and facilities are used.
