Title 15 › CHAPTER 111 — WEATHER RESEARCH AND FORECASTING INNOVATION › SUBCHAPTER II — WEATHER SATELLITE AND DATA INNOVATION › § 8532
Allows the Secretary of Commerce to buy weather data from private companies and to put weather instruments on shared government or private satellites. The Secretary must, within 180 days after April 18, 2017, send a plan to Congress that looks at commercial options for surface, aviation, and space weather observations, says how cost-effective they are, and gives a proposed timeline and buying plan. The plan must analyze benefits and risks (including multiyear buys), explain how to set data standards, how to test experimental commercial data for use in NOAA weather models, how to keep forecast-critical data publicly available, how to handle possible cancellation costs, and what changes in Commerce’s approval processes might be needed. The Assistant Administrator for the National Environmental Satellite, Data, and Information Service may sign multiyear agreements to carry out the plan. The Under Secretary must publish space-based data and metadata standards (including radio occultation and, as soon as possible, geostationary hyperspectral sounder data) within 30 days after April 18, 2017, and run an open competition to start at least one pilot contract within 90 days after that date. Within 3 years of that pilot contract, the Under Secretary must report to Congress on how well the data meet standards and whether they can be used in NOAA models, how much they improve forecasts, and their accuracy, timeliness, security, and cost-effectiveness. For fiscal years 2019–2023, $6,000,000 is authorized each year to help carry out the pilot. If the pilot shows commercial data work, the Under Secretary must consider buying commercial data for future NOAA systems, decide if a government system is still needed, and report those decisions to Congress. The Under Secretary must also keep following international weather data-sharing agreements, including World Meteorological Organization Resolution 40.
