The Secretary can investigate when needed to run the program well or to find out if someone broke its rules. To do that, the Secretary can make people swear to tell the truth, demand that witnesses appear or give documents, force people to attend, and collect evidence and records from anywhere in the United States. The person in charge of certain administrative hearings has the same powers. If someone refuses to follow a demand, the Secretary can ask a federal court where the person lives, works, or where the investigation is happening to enforce it. The court can order compliance, and ignoring that court order can lead to contempt charges. Papers can be served where the person lives, works, or is found.
