The Director must run a nationwide testing program to measure how much highly fluorinated compounds are in estuaries, lakes, streams, rivers, springs, wells, aquifers, wetlands, and soil. Testing must start at drinking-water sources near known or suspected releases. Drinking-water samples must be taken before treatment and, if the Administrator asks, after treatment. The study must look at ecological exposure but give priority to direct human exposure through drinking water, coordinate with States and the Administrator to set priorities and avoid duplication, and send a report within 120 days after sampling ends to the Senate committees on Environment and Public Works and Energy and Natural Resources, the House committees on Energy and Commerce and Natural Resources, and to the Senators and Representatives from the areas sampled.
