The federal government must not make financial help depend on a passenger air carrier or its contractor agreeing to enter talks with a certified union representative under the Railway Labor Act or the National Labor Relations Act about pay or other job terms. For passenger air carriers the rule lasts from the date they first get the aid until March 31, 2021. For contractors it lasts from the date they first get the aid until March 31, 2021 or until all the funds are spent, whichever comes later.
