Title 16 › Chapter 25B— REEFS FOR MARINE LIFE CONSERVATION › § 1220c–1
The Secretary can give money to any State that receives an obsolete ship under this law, if money is available. The money can be used to get the ship ready to be an artificial reef, including cleaning up pollution, towing the ship, and sinking it. The Secretary must decide how much money to give by looking at three things: the total money available for this program, the benefit of helping that particular ship, and whether giving money and transferring the ship is more cost effective than other ways to dispose of it. A State asking for money must give cost figures and any other information the Secretary needs. The Secretary can also require conditions to protect the environment and U.S. interests. The Secretary cannot give this money to a foreign country.
