The Secretary must write rules needed to carry out this part of the law and must talk with any other federal agencies that would be affected. Every federal agency must cooperate with the Secretary when they agree on how to do so. The Secretary may make agreements or contracts with federal or state agencies, public or private groups, or other people to help carry out these duties. The Secretary must review each year any program the United States is involved in that takes marine mammals on land. If a program cannot be run on U.S. land in a way that fits the goals of this law, the Secretary must suspend it and explain why in the annual report to the public and Congress required under section 1373(f). If a stock assessment under section 1386 or other new information shows damage to rookeries, mating grounds, or other important areas that may harm a strategic stock, the Secretary may create and put in place conservation or management steps to fix the problem. Those steps must be developed after consulting the Marine Mammal Commission and other federal agencies and after giving the public a chance to comment.
