The Secretary must set up and run a Dr. Nancy Foster Scholarship Program through the National Ocean Service to give graduate scholarships in oceanography, marine biology, or maritime archaeology. The program aims to honor top students, especially women and minority group members, and to promote independent graduate research in those fields. Each scholarship must fund graduate study at a qualifying school and follow rules the Secretary makes. Money is paid to a winner after the school confirms an approved study and research plan. Each year 1 percent of the money available under this chapter must go to these scholarships. Recipients must repay the full scholarship if they commit fraud or break the scholarship rules. "Maritime archaeology" here includes caring for, preserving, and showing maritime artifacts.
