§1445c Dr. Nancy Foster Scholarship Program

Summary

The Secretary must set up and run the Dr. Nancy Foster Scholarship Program through the National Ocean Service. The program gives graduate scholarships in oceanography, marine biology, and maritime archaeology to honor top students—especially women and minority students—and to encourage independent graduate research. Each scholarship must pay for graduate study at a graduate school and follow rules the Secretary sets. Money is paid directly to a student after the school confirms an approved study and research plan. Each year 1 percent of the chapter’s available funds must go to these scholarships. Recipients must repay the full award if they commit fraud or break the scholarship terms. Maritime archaeology includes curation, preservation, and display of maritime artifacts.
