Title 16 › Chapter 32— MARINE SANCTUARIES › § 1445c–1
The Secretary of Commerce must set up and run the Dr. Nancy Foster Scholarship Program through the National Ocean Service. It gives graduate scholarships for study in marine biology, oceanography, or maritime archaeology, including work on caring for and showing maritime artifacts. The program honors strong graduate students, especially women and minority group members, and encourages independent research. Awards pay for graduate study at a sponsoring school, follow rules set by the Secretary, and are paid to recipients after the school approves a detailed study plan. Each year 1 percent of money appropriated under the National Marine Sanctuaries Act funds the scholarships. Recipients must repay if they commit fraud or fail to follow the rules.
