Sets the park boundary to match a map called "Voyageurs National Park, Proposed Land Transfer & Boundary Adjustment", map number 172/80,056, dated June 2009 (22 sheets), which is kept on file at the National Park Service. Within one year after the United States buys lands that Minnesota or its local governments own inside the park, the Secretary must put an exact legal description on that map. The Secretary can change the park boundary by publishing a new map or description in the Federal Register, but cannot add more than 1,000 acres overall. The Secretary may make specific changes: remove about 782 acres at Neil Point; add about 180 acres at Black Bay Narrows; add about 18.45 acres at the Kabetogama Forestry Station; add about 120 acres that is a strip 400 feet on each side of an unimproved road in section 1, township 68 north, range 20 west, fourth principal meridian; and, if conditions are met, remove and transfer about 1,000 acres at Black Bay to the State of Minnesota. Before removing the Black Bay land, Minnesota must transfer the 18.45-acre and 120-acre parcels to the United States in a way the Secretary accepts. If the State gives only a lease or easement, it must give full title by June 30, 1987, or the Black Bay land returns to the United States. The State must also sign a recordable agreement saying it has set up a wildlife management area there, has an approved plan to manage the waters and shorelands to protect resources, will not transfer the land to anyone but the Secretary, and will allow the Secretary reasonable access. If the State breaks that agreement, ownership of the Black Bay land reverts to the United States when the Secretary gives notice unless the State asks the proper federal court for review within 90 days.
