The Secretary must expand forestry and natural resources education programs using the National Institute of Food and Agriculture and state extension services, after consulting state foresters, school boards, and universities. These programs must reach private forest owners and managers, public officials, youth, and the general public, and must include guidelines for sharing new technology. The expanded programs must promote policies and practices that improve forest health, productivity, economic value, and environmental benefits. They must teach owners and managers how to use forests for many purposes while keeping them sustainable, run public education on tree planting, recycling, erosion control, and waste management, and make materials to help schools, local governments, and resource agencies teach young people and concerned citizens.
