The head of the department that runs the Coast Guard must send a report to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Transportation and Infrastructure within 180 days after July 11, 2006. The report must say how the Coast Guard will better detect and stop foreign fishing vessels entering the United States exclusive economic zone. It must focus on places missed during the four fiscal years starting with fiscal year 2000, including the Western/Central Pacific and the Bering Sea, and must look at using unmanned aircraft and offshore platforms. After that, the department head must send progress updates to the same two committees twice a year.
