Anyone on a commercial or recreational boat fishing for Gulf reef fish in the Gulf of Mexico Exclusive Economic Zone must have either a venting tool or a descending device on board and ready to use while fishing. This rule does not change or interfere with programs or approved restoration projects run by the Gulf Coast Ecosystem Restoration Council or Natural Resources Damage Assessment Trustee groups that work to reduce fish deaths from barotrauma. Descending device — a tool that returns a fish to a depth where it can recover (examples: weighted hook, lip clamp, box) and can release the fish automatically, by the operator, or allow escape. Venting tool — as defined by the Gulf of Mexico Fishery Management Council. Gulf reef fish — species the Gulf Council lists in its reef fish plan.
