The Secretary may make cooperative agreements with owners of important natural, historic, or cultural properties after consulting the Commission created by section 230f. Under those agreements, the Secretary can mark, explain, restore, or give technical help for those sites and can provide management help, program support, and extra money to meet the park standards under section 230e. Agreements must give the National Park Service access to the public parts of the property at reasonable times to lead visitors and explain the site, and no changes may be made without both sides agreeing. Agreements can spell out how the Secretary will help with restoration, preservation, interpretation, and upkeep.
