Title 16 › Chapter 44B— ANTARCTIC MINERAL RESOURCES PROTECTION › § 2462
Gives plain meanings for key words used in the chapter. Antarctica means the area south of the Antarctic Convergence (see section 2432(1)). Antarctic mineral resource activity means prospecting, exploration, or development of minerals in Antarctica, but it does not cover scientific research as defined by Article III of the Antarctic Treaty (signed in Washington on December 1, 1959). Development means work after exploration to exploit a specific deposit, including processing, storage, transport, and logistical help. Exploration means work to find or evaluate a deposit, such as drilling, dredging, or other digs, and includes logistical help. Mineral resources are nonliving, nonrenewable natural things like fossil fuels and other minerals, but not ice, water, or snow. Person covers people, companies, other U.S. entities, and federal, state, or local government units and their officers or agents. Under Secretary means the Under Secretary of Commerce for Oceans and Atmosphere.
