People who owned land next to Lake Ozette on January 1, 1976 can keep their ownership if they agree the Secretary may acquire scenic easements or other limited interests that only allow improvements the Secretary finds necessary for continued use and occupancy. If an owner wants to improve their land, they must give the Secretary a plan showing the work and how the land will be used. If the Secretary approves and issues a permit and certificate, his power to take the property without the owner’s consent is suspended while the owner follows that plan.
