Prevents a utility from using this chapter to collect more or less money, or to get a different rate of return, than other laws say is lawful. It also lets a State regulator or a nonregulated utility adopt state rules that are different from the standards in this subchapter. If an electric utility is a Federal agency, or if the Tennessee Valley Authority is treated as a State regulator under section 2602(17), then any mention of "State law" in sections 2621 or 2623 must be read as "Federal law."
