The Secretary can give grants to an institute started by the National Association of Regulatory Utility Commissioners. The money is to help the institute study electric and gas utility rules, build data systems for setting rates, and do other work that helps state regulators carry out their duties under state law and this Act. Grants may cover up to 80% of costs in fiscal year 1979 and up to 60% in fiscal year 1980. The Secretary may set only the rules needed to run the grants and to make sure the institute shares its information with the Secretary, the Commission, and the public. Grant money cannot be used to support or oppose legislation, except when institute staff testify to a congressional or state legislative committee by invitation. Up to $2,000,000 may be provided for each of fiscal years 1979 and 1980, and no funds may be provided after 1980 unless Congress specifically authorizes it.
