Congress requires creating programs to protect public health, safety, and welfare, preserve national security, and use its power over interstate commerce. Those programs must save electric energy and make utilities more efficient while keeping fair retail rates; improve wholesale power delivery, reliability, FERC procedures, and public participation; quickly develop hydroelectric power at existing small dams; conserve natural gas with fair consumer rates; encourage crude oil transport systems; and set up other authorities named in title VI.
