Title 16 › Chapter 47— SMALL HYDROELECTRIC POWER PROJECTS › § 2702
The Secretary, after talking with the Commission, may lend money to cities, electric cooperatives, development agencies, nonprofits, or others to pay up to 90% of the costs of studies to see if a small hydropower project at an existing dam would work and to prepare and pursue needed licenses and approvals. If the study shows the project is not workable for technical or financial reasons, the Secretary may forgive the remaining loan balance and any interest.
