The Secretary must allow temporary access across certain public lands—conservation units, recreation or conservation areas, the National Petroleum Reserve–Alaska, and lands kept for wilderness—so a State or private landowner can carry out surveys, exploration, or other temporary uses if no permanent harm will result. The Secretary may add conditions to protect the land and its resources.
