Within five years from December 2, 1980, the President must consult Canada and report to Congress on Canada’s possible access to the Stikine River region in southeast Alaska. The report must state findings and recommendations and analyze the need and the social, environmental, economic impacts of access options, including a road along the Stikine and Iskut Rivers.
