Allows people to reach and care for existing air and water navigation aids, communications sites, and weather, climate, and fisheries research equipment inside protected areas created or expanded by the law. Facilities needed for national defense and their navigation aids can keep operating under their own rules. Being labeled "wilderness" by the law does not stop this work. Putting in new navigation aids, defense facilities, or research and monitoring sites is allowed only after the federal agency in charge talks with the proper Secretary (Interior or Agriculture, as fits) and they agree on conditions to reduce harm inside the area.
