The President or the Secretary cannot make a withdrawal of more than 5,000 acres in Alaska take effect unless a notice is published in the Federal Register and sent to both Houses of Congress, and Congress approves by joint resolution within one year. No more single‑purpose studies just to consider creating protected areas in Alaska may happen unless this Act or another Act of Congress authorizes them.
