The Secretary may approve projects that fit an approved enhancement plan and the rules of this chapter. The Secretary must quickly tell the States, the treaty tribes, and, if asked, any other interested party when a project is approved and how much funding is provided. Each year the Federal share of all enhancement projects paid under this section must not be more than 50 percent of the total spent, except for projects proposed by treaty tribes through their tribal coordinating body. A State’s share can include real and personal property, and the State keeps title. On December 22, 1980, Washington is treated as having spent $32,000,000 (reduced by the amount treated as expended by the State under section 3336). The Federal share will be paid in amounts and at times the Secretary decides, consistent with this chapter and the comprehensive plan.
