The Secretary can give councils technical and financial help. The Secretary can work with federal, state, local, tribal, and nonprofit groups to run surveys, share information, make and carry out area plans, and can make agreements with councils under section 3455. To improve help, the Secretary must pick one person to be the coordinator for each council. That coordinator must be the person directly responsible for giving the council technical help.
