A part of Hot Springs Mountain in Garland County, Arkansas, outlined by certain stone markers and parts of Reserve Avenue, Fountain Street, Central Avenue, and block 82 (or any boundaries set later), is placed under the exclusive control of the United States. Federal laws that apply to places under exclusive federal control apply there. Those rules do not stop Arkansas courts from serving civil or criminal papers inside the area. People fleeing justice who take refuge there can be dealt with under Arkansas law when the state executive makes a lawful request and warrant. The State still may tax privately owned buildings and property in the area as allowed by section 365.
