Owners or operators who sign a contract must follow a local conservation plan approved by the conservation district or by the Secretary if there is no district. They must change eligible cropland to less intense uses (like pasture, grasses, legumes, shrubs, or trees) on the schedule in the plan and put highly erodible cropland into the conservation reserve. They may not use the land for normal farming unless the Secretary allows it. They must establish and keep approved plant or water cover for conservation and wildlife. Water cover cannot be ponds used for watering livestock, irrigating crops, or raising fish for sale. If extreme rain or flooding prevents planting, the Secretary will not cancel the contract so long as the parts that could be planted were planted and the rest are planted after conditions improve. Owners must manage the land as the plan requires. If a contract term is broken while the owner controls the land, the owner can lose payments and may have to repay money with interest, or accept payment adjustments, depending on how serious the violation is. If the owner transfers the land, they generally give up payment rights and may need to refund or adjust past payments. The contract also limits grazing, harvesting, and commercial use of forage or trees unless the contract allows it; routine forestry care like pruning or thinning is allowed. The plan must list the conservation actions and any allowed commercial uses. If the land is foreclosed, the Secretary may decide not to require repayment to be fair; if the owner regains the land during the contract term, the original contract duties come back into effect.
