Title 16 › CHAPTER 58 — ERODIBLE LAND AND WETLAND CONSERVATION AND RESERVE PROGRAM › SUBCHAPTER IV — AGRICULTURAL RESOURCES CONSERVATION PROGRAM › Part IV — Environmental Quality Incentives Program and Conservation Stewardship Program › subpart a — environmental quality incentives program › § 3839aa–5
Producers must give the Secretary a plan of operations to get payments from the program. The plan must list the practices to be used, include any terms the Secretary needs, and explain the purposes of the plan. If the operation confines livestock, the plan must lay out how a comprehensive nutrient management plan will be developed and phased in, if needed. For forest land, the plan must match an approved forest management plan, which can include a forest stewardship plan under section 2103a, a State forester–approved plan, or another plan the Secretary accepts. The Secretary may accept a water or air quality permit plan as meeting these rules if it has the same parts. The Secretary must also try to avoid making people do the same planning twice under this and similar conservation programs.
